New information has been revealed about the shooting incident that resulted in the death of Sebashton Charles Nocar, a 19-year-old, at a McDonald's in Belcamp, Maryland. Djbril Ramatoulay has been identified as the suspect, and according to charging documents obtained by a news company, he was a convicted felon on probation at the time of the incident.
As per investigators, a confrontation occurred inside the restaurant's bathroom before the shooting took place. An eyewitness who was with Nocar at the time provided a description of the suspect, which matched the footage recorded by the restaurant's security cameras.
An employee at a nearby store who knew Ramatoulay identified him to the police. This information, verified by the restaurant management, led to Ramatoulay's arrest.
Court records show that Ramatoulay has a history of violent behavior. He was convicted of first-degree assault in 2018 and received a 13-year prison sentence. However, the judge suspended the sentence entirely, and Ramatoulay was placed on five years of supervised probation.
Online records indicate that Ramatoulay violated the terms of his probation twice but remained free.
Ramatoulay is currently in custody without bail and will appear in court on May 23.
This incident raises questions about how a convicted felon on probation was able to access a firearm and about the effectiveness of the probation system in preventing future offenses.
